Competitive Sourcing Official (Cso)

An inherently governmental agency official responsible for the implementation of Circular A-76 within USAID (USAID Automated Directives System - ADS - Chapter 104).

Competitive Status

Basic eligibility of a person to be selected to fill a position in the competitive service without open competitive examination. Competitive status may be acquired by career-conditional or career appointment through open competitive examination, or may be granted by statute, executive order, or civil service rules without competitive examination. A person with competitive status may be promoted, transferred, reassigned, reinstated, or demoted subject to the conditions prescribed by civil service rules and regulations (USAID Automated Directives System - ADS - Chapter 413 and 418).

Compiler

A program that reads source code, translates it into machine language, and writes the machine language to binary (object). code that can be directly loaded and executed.

Complainant

Any individual who files a formal equal employment opportunity complaint with USAID (USAID Automated Directives System - ADS - Chapter 110).

Complementary Feeding

The appropriate addition of other foods while continuing breastfeeding, starting at about six months (Note: Other foods given during breastfeeding prior to this time are considered supplementary.) (USAID Automated Directives System - ADS - Chapter 212).

Complex Emergency

A disaster, usually of long term duration, that includes a combination of humanitarian, political and military dimensions which hinders the provision of external relief (USAID Automated Directives System - ADS - Chapter 251).

Composite Print

Film print combining picture and sound track (USAID Automated Directives System - ADS - Chapter 502).

Compromise

A security violation which has resulted in presumed, probable, or confirmed access to classified information or material by an unauthorized person (USAID Automated Directives System - ADS - Chapter 562). To accept less than the full amount of the debt owed from the debtor in satisfaction of the debt based on the improbability of the recovery of the full amount and other practical considerations (USAID Automated Directives System - ADS - Chapter 625).

Computer Center

A facility housing a large centralized computer system and related telecommunications (USAID Automated Directives System - ADS - Chapter 562).

Computer Security (Compusec)

Measures and controls that protect an automated information system against unau-thorized accidental or intentional disclosure, modification, or destruction (USAID Automated Directives System - ADS - Chapter 562).

Computer Software

Conditional Gifts

Gifts made for a specific purpose with conditions on their use (USAID Automated Directives System - ADS - Chapter 628).

Conditions Precedent (Cp)

A condition or set of conditions that must be met before USAID will agree to disburse funding (for example, if the host country laws require legislative approval of the Assistance Agreement, then USAID must receive evidence of that approval before funds disbursement) (USAID Automated Directives System - ADS - Chapters 200-203).

Conferences

Short meetings among technical specialists or others working in a common field, generally of a week's duration or less, to discuss a particular topic of shared, professional interest (USAID Automated Directives System - ADS - Chapter 253).

Confidential

A national security classification applied to information, the unauthorized disclosure of which reasonably could be expected to cause damage to the national security (source: Executive Order 12958) (USAID Automated Directives System - ADS - Chapters 545, 552).
