USAID Afghanistan - Land Titling and Economic Restructuring

The $56.3 million, five year project is aimed at improving land tenure security for millions of Afghans and assisting the Government of Afghanistan with a comprehensive privatization and economic restructuring program.

The program takes a community-based approach to land administration and urban land tenure security in Afghanistan. The economic restructuring programs assist the Ministry of Finance and eleven line ministries with the privatization of State Owned Enterprises (SOEs) through the liquidation, long term leases and the corporatization of state owned assets.

Accomplishments of the project include the classification of over 6.5 million legal documents, passing of legislation and policies in support of program activities, the liquidation of SOEs and former banks (over $20 million in assets of which $11 million already sold), the formulation of ADB benchmarks for a $139 million loan/grant facility, the introduction of a Social Safety Net program for 14,500 redundant SOE-employees and attracting over $20 million in additional independent donor funding for project implementation areas (e.g., shelter and road construction).
