Fiscal Year: 2010 Agency: USAID Audit Report Available: Yes Description: The seed and fertilizer component of the Afghanistan Vouchers for Increased Production in Agriculture (AVIPA) Program was initially implemented to distribute wheat seed and fertilizer to small farmers in nine provinces of northern and western Afghanistan. Food security is a serious problem in Afghanistan, due to high food prices, an ongoing conflict, and a severe drought. As a result of these conditions, the AVIPA agreement was modified to expand the program to include a larger geographical area. The program was originally funded at $90 million but is planned to increase to $360 million. The program will serve 285,000 farmers. This audit will determine whether USAID/Afghanistan’s Afghanistan Vouchers for Increased Production in Agriculture Program is increasing food security through distribution of seed and fertilizer.
