Unequal access to quality health services presents a major obstacle to achieving overall health improvements, as well as economic and social development, in El Salvador. This obstacle affects all health indicators, but especially those for maternal and child health, which have been slow to improve among poor, rural, or otherwise marginalized groups.

USAID/El Salvador’s Maternal and Child Health Program seeks to improve maternal, child, and infant health through expanded outreach to poor areas. USAID also supports the government in developing a long-term health strategy to address sector integration of major health providers; developing incentive schemes for health care sector personnel; developing public health programs at the municipality level; and identifying potential public-private partnerships.

USAID/San Salvador’s funding level for Maternal and Child Health Programs covering FY 2009 and 2010 totaled $4.1 million, distributed through grants and contracts.

This audit will determine whether USAID/El Salvador’s Maternal and Child Health Program is improving access to improved maternal and infant care.
